This light blue chiffon dress is from the late 70s to early 80s.    A soft, flowy fit and matching tie belt, long sleeves with buttoned cuffs.  The collar is embroidered with a faux tie-neck that adds just the right amount of drama. Romantic, floaty, and a little theatrical.
